In pre-World War II Japan, the Japanese Army wanted to educate the general public in military values. It hoped to build a mass civilian base of support for its own national goals and to create a unified Japan in which all citizens are soldiers under the emperor’s leadership. The principal tool in this effort was the Imperial Military Reserve Association, an organization which by AD 1936 had three million members and over 14,000 branches in every town, village, and city in the empire. This organization, which was not limited to ex-servicemen (half the membership had never served on active duty), was established in AD 1910 not for the narrow military function of supplying supplementary troops in time of war, but for broader educational purposes in response to what its founders perceived as the needs of the military at a time when they thought these needs were crucial.
